Lowest Cost software

What is the lowest/cheapest software program I can use to get an image ready for blasting on Windows 8.1?

I would love to get the best program available, but until I try blasting and determine to spend more I really want to keep my costs low to start out.

Brian it depends on what your doing?? Cutter or washout?

I will be starting with washout. I still need to build my UV exposure box. But I figured I should thinking about the software now.

I haven't tried either of them, so can't give an opinion. But they are free!
Started researching, studying and reading in February 2010. First piece etched on March 11, 2011

I use GIMP and like it quite a bit. There is also InkScape https://inkscape.org/en/ for free. I used to use it and was pretty impressed, but haven't in a while.
